General Services
Overview
The Bureau of General Services is responsible for centralized administrative support services related to procurement of commodities, contractual services, and construction work; the Purchasing Card program; facilities management; custodial services and building maintenance; warehouse operations; groundskeeping; printing and mail services.
The Department's Purchasing Section promotes efficiency, economy, legality, integrity, minority business utilization, and fair and open competition in accordance with applicable laws and rules related to procurement. It encompasses such activities as solicitation, evaluation, and awarding of Invitations To Bid/Requests For Proposals and Invitations to Negotiate; the issuance of purchase orders and agreements for commodities, contractual services, and construction work; and planning and scheduling acquisitions.
The Purchasing Card Program provides an expedient procurement method to purchase commodities and services, as well as maintenance/repair expenditures to support day-to-day operations. It improves procurement response time by disseminating a portion of the purchasing workload while the control remains with the Department purchasing/fiscal staff; streamlines the procurement process; improves management reporting; and reduces the cost of making small dollar purchases.
The Facilities Management Section maintains the Department’s building inventory, conducts facility evaluations, oversees the Asbestos Management Program, and provides assistance to Department facilities throughout the State to comply with mandatory building and fire codes, and environmental health and safety standards (Asbestos, Americans with Disabilities Act, etc.).
The Building Maintenance Section is responsible for day-to-day operations of electrical, heating/cooling, minor repairs, and preventative maintenance to the Mayo Building and the Agriculture Complex in Tallahassee. It also manages custodial services at the Agriculture Complex.
The Warehouse Section provides storage for bulk items, furniture, and equipment which is then maintained, distributed, and/or disposed of as prescribed by rules and laws.
The Grounds Section is responsible for planning, organizing, and implementing short- and long-range landscaping and groundskeeping programs. It provides day-to-day maintenance for the 112 acre Agriculture Complex and grounds and parking areas surrounding the Mayo Building in Tallahassee. In addition, they provide day-to-day feeding and care of the Museum Cracker Cattle and Horses.
The Mail Section operates two separate mail centers for delivery of incoming and collection and processing of outgoing mail for all Tallahassee facilities. This includes the routing of revenues to the Bureau of Finance and Accounting and the collection and processing of United States Postal Service mail and delivery of courier service packages.
The Printing Section operates a diversified print shop with folders, collators, and related printing equipment to produce a wide variety of Department forms, reports, informational brochures and training materials.
