The Division of Animal Industry is in the process of preliminary rule development of Chapter 5C-31, Cattle Identification.
The purpose of this rule is to improve the state’s ability to trace livestock (cattle and Bison) in the event of an animal disease emergency. Official individual identification enables Florida producers to market animals into other states under federal and state regulations which require official individual identification.

Listed below are the Florida Administrative Code Chapter 5 Section C Rules that govern the animal industry in Florida. A brief summary of the purpose along with a link to each Rule have been provided for your convenience. - Chapter 5C-3, Importation of Animals
The purpose of this rule is to specify, detail, and clarify the importation requirements, by species, for animals and certain animal products, into Florida from other states.
- Chapter 5C-4, Admission of Animals for Exhibition
The purpose of this rule is to specify identification, testing and documentation requirements for exhibition of animals.
- Chapter 5C-5, Livestock Markets; Diseased Animals
The purpose of this rule is to delineate the rules and regulations for handling of livestock at markets, whether for sale or slaughter; the eligibility of ownership change based upon the health status of the animal; the registration requirements to be designated as a dealer; animal testing and facility requirements.
- Chapter 5C-6, Brucellosis
The purpose of this rule is to specify and delineate the guidelines for the implementation of the Brucellosis Eradication Program and the Swine Brucellosis Control/Eradication Program in Florida. National program requirements are included in this rule to enable Florida to fully participate in national State Federal Cooperative Programs.
- Chapter 5C-7, Bovine Tuberculosis
The purpose of this rule is to provide industry with the regulations and tools to prevent, control and eradicate Tuberculosis of the bovine species.
- Chapter 5C-9, Cattle Fever Tick
This rule provides industry with regulations regarding disease carrying vector ticks to prevent, control and eradicate it and its diseases from the food animal chain.
- Chapter 5C-11, Swine Garbage Feeding
This rule provides industry with the regulations and tools to prevent, control and eradicate disease associated with garbage feeding.
- Chapter 5C-13, State Diagnostic Laboratories
The purpose of this rule is to provide the fees for services at the State's Diagnostic Laboratories.
- Chapter 5C-14, Equine Piroplasmosis
This rule provides industry with regulations with respect to the identification for and quarantine of any exposed, infected or suspected Equine Piroplasmosis animal.
- Chapter 5C-16, Poultry Diseases
This rule provides industry information for the administration of the National Poultry Improvement Plan and for disease detection, control, and eradication efforts relating to diseases of poultry.
- Chapter 5C-18, Equine Infectious Anemia
This rule provides industry with regulations on the testing, identification and reporting of Equine Infectious Anemia; sale, movement and quarantine measures, and procedures surrounding assembly points for exposed, suspect and reactor equine. Additionally, this rule provides the information for application and payment for licensure/permit/other documentation associated with EIA and Equine movement.
- Chapter 5C-20, Dangerous Transmissible Diseases
This rule includes a list of diseases that must be reported to the State Veterinarian in order to prevent, control and eradicate certain infectious or communicable animal diseases, to ensure the health, safety and welfare of the public, livestock and food production animals.
- Chapter 5C-21, Pseudorabies
This rule provides industry with regulations for the movement of swine and the prevention, control and eradication of the disease Pseudorabies.
- Chapter 5C-22, Contagious Equine Metritis
This rule provides industry with regulations regarding the control of the disease Contagious Equine Metritis. This rule delineates the procedures by which industry may achieve designation as an approved quarantine facility; the parameters for the admission, release and failure to achieve releasable status from quarantine; tests required and Department fees associated with this process.
- Chapter 5C-23, Transporting Animal Carcasses/Refuse
This rule provides industry with regulations, licensing/permitting and record requirements, standards for equipment, and penalties for non-compliance with equipment standards, regarding the transporting of animal carcasses and/or refuse within Florida.
- Chapter 5C-24, Schedule of Fees for Services
This rule provides industry with a listing of official certificates of veterinary inspection and other official health certificate and animal movement-related documents for the certification of animal health for the purposes of movement/sale of animals; the documents' quantities, and the prices of each.
- Chapter 5C-25, Humane Euthanasia of Livestock
This rule provides industry with acceptable options for the deployment of approved euthanasia methods.
- Chapter 5C-26, Cervidae Movement
This rule provides industry with health certificate requirements, regulations for the movement of deer and other cervidae into and within Florida; herd planning, management and care, and the quarantine and removal of positive, exposed or suspected carriers of Chronic Wasting Disease (CWD), Transmissible Spongiform Encephalopathies (TSEs), Brucellosis, Bovine Tuberculosis and/or other diseases affecting the species.
- Chapter 5C-27, Sale of Dog or Cat
The purpose of this rule is to adopt the form DACS 09085, Official Certificate of Veterinary Inspection for Sale of Dog or Cat, Rev. 07/08, as the official intrastate certificate of veterinary inspection specified in Section 828.29, F.S.
- Chapter 5C-28, Dogs and Cats - Intrastate Transfer of Ownership
The purpose of this rule is to implement the requirements of Section 585.145(2), F.S., by requiring that prior to the transfer of ownership by sale of a dog or cat within the state, the owner, broker or transferor shall provide an Official Certificate of Veterinary Inspection for Sale of Dog or Cat, DACS 09085, Rev. 07/08, to the purchaser. County-operated or city-operated animal control agencies and registered nonprofit humane organizations are exempt.
- Chapter 5C-29, Scrapie
The purpose of this rule is to specify identification, documentation, and movement requirements for sheep and goats involved in intrastate commerce with respect to the National Scrapie Eradication Program.
- Chapter 5C-30, Enforcement and Penalties
The purpose of this rule is to to clarify procedures for inspection of animals imported into or moved within the state of Florida and provide penalties for violations of movement requirements.
