The Seed Section is responsible for enforcing the requirements of Chapter 578, F.S., and Chapter 5E-4, F.A.C., the Florida Seed Law and Rules. This law regulates the sale and distribution of all seed sold in Florida. A firm must complete a Seed Dealer Application and pay the appropriate fee to become a licensed seed dealer. The Seed Dealer Application Form (DACS-13204) must be completed and mailed to the Seed Section along with the appropriate license fee, based on yearly gross seed sales, before a firm can distribute seed in Florida. The Seed Dealer License expires on June 30th of each year and must be renewed annually.

Frequently Asked Questions

  1. Do those selling only packet seed need a Seed Dealer License?
    No, when vegetable or flower seed are sold in packets of less than 8 ounces, only the company who packs the seed for retail sale must obtain a license.

  2. Do those selling grass seed need a Seed Dealer License?
    Yes, it's an agricultural seed. Therefore, one needs a Seed Dealer License.

  3. If one has questions about the laboratory analytical report who should they contact?
    They should contact the Seed Section or Joe Sutton, Biological Scientist Supervisor, Bureau of Agricultural Environmental Laboratories.
